Counties, not issuers. Permits are issued by whichever government has jurisdiction — the county for unincorporated land, each city inside its limits. A county marked Yellow means the county office is loaded; its cities generally are not. No county is Green yet, because none has its priority cities loaded.
Gaps are recorded by the loader, not asserted here. Each load runs four checks — export row caps, volume cliffs, missing months, and whether the contractor role columns survived. A county whose export is truncated is marked down automatically. That is why Atlanta is Red despite holding 9,068 permits: its export stopped at exactly 10,000 rows and the recent months are thin.
Dates are the data's, not the page's. “History from” is the earliest permit we hold for that issuer and “latest permit” the most recent. Neither is a promise about freshness; a county with an old latest date has not sent us anything newer.
